I can't believe I forgot to comment this.
This was pretty good.
The animation really seemed to flow as it went on.
Like the music and the overall idea.
Good job.

(although could have been darker, but that's just me)

That was hilarious, I watch it all the way threw laughing. Great job.
But the animation could be improved, the walking and basically moving was all bad.

Perhaps you could try using the line tool instead of the brush.
Brush derails the quality of anything imo. (desides drawing, making landscapes, mostly for animation its awful, for sticks)
The drawing and perspective of some views were kinda bad.
I liked it though, at least its not another pointless stick fight.

Why make a flash video showing the rules fly by quickly?
There's a set of rules that are easily found here.
You could have at least put a stop and play button for crying out loud, do you expect anyone to read that fast...
It's somewhat a good idea or RESTATING the rules into 1 file. But still, why recreate them.

What's the contest, worst animation?
Seriously, it wasn't very good.
I didn't like the sound effects nor the animation.
The detail was awful too.
Try to add more detail and add more frames in between animations.

I highly doubt this was your first movie.
You obviously know how to draw, move the V-Cam, set it up right, use a preloader, and animate somewhat. But it was rather boring and plain. It's ok, make a more lengthy animation.
